Jaffna students shine in A/Ls

With the release of the G.C.E. Advanced Level examination results in Jaffna, ten students of Vembadi Girls College have reportedly obtained 3 As and secured the first place in order of merit in the Jaffna district.

Jaffna Hindu College ranks the second with nine students obtaining 3 As. In the Arts section, Sathiya Sothinathan of Vadamaradchy Hindu Girls College has obtained 3 As with 22798 Zscore marks. He ranks first in the Jaffna district.

Palaeolithic Period stone weapons found in Jaffna

Some stone weapons belonging to the Palaeolithic period have been unearthed in the Jaffna peninsula. This has also been assessed by Dr Shiran Deraniyagale, an expert on the pre-historic period, Deputy Archaeological Director Dr Nimal Perera told the Daily News.

"Evidence has been found pertaining to the Palaeolithic period in locations in South India, South Asia and Africa.

However, this is the first time in Sri Lanka's history that such objects have been found relating to the Palaeolithic period in the country," he said.

"These findings were made in Manikkai, close to Point Pedro in 1984. Nevertheless due to the 30 year war, excavation came to a halt making it impossible to unearth any evidence. "Under the excavation project of Kantharodei, a combined project was launched by the Archaeological Department and the Jaffna University. Prof Krishna Raja of the Jaffna University found the stone weapons from the Jaffna peninsula," the deputy director said.

Dr Perera said he inspected these weapons which were brought to Colombo and shown to Dr Deraniyagala who confirmed that the stone weapons belonged to the Palaeolithic period.

He said there are four ancient and important historic towns in Sri Lanka. "They are Anuradhapura, Tissamaharama, Mathota and Jaffna. No pre- historic evidence was found in Jaffna upto now. The department has begun excavations in the area now," he said.

SLT launches Rs. 5 bn investment upgrading ICT in Jaffna

In a significant boost to the Northern region, Sri Lanka Telecom (SLT) rolled out the first phase of the i-Sri Lanka initiative in Jaffna last week to enhance broadband penetration and empower the nation to become the research and development hub in South Asia through cutting edge technology and industry innovations.

The objective of this network modernization project, which is expected to be completed in 2013 under a five billion rupee investment, is to dismantle all technological barriers, bridge the digital divide and make information and entertainment services accessible to people across the country.

The key focus of i-Sri Lanka is to revolutionize broadband access island-wide by upgrading the existing copper based access network with fibre optics. This will enable customers to enjoy consistent, uninterrupted high-speed internet services delivered on the network, up to high speeds up to 20 Mega Bytes Per Second (Mbps) and more.

Described as the largest Information and Communications Technology (ICT) project Jaffna, the launch coincided with the opening of the modern SLT Regional Telecommunication Office and Maintenance Centre.

"In line with the vision of President Mahinda Rajapaksa to make Sri Lanka ICT enabled and take modern technology to the grass-root level, this project is a dream come true for the people of the North", says Douglas Devananda, Minister of Traditional Industries and Small Enterprises Development.

This innovative concept create more job opportunities, improve living standards and transform lifestyles through social developments, he underscored. "As a whole, it will contribute towards Sri Lanka’s economic progress".

"This network transformation could have been launched in Colombo or in the President’s constituency of Hambantota or in my electoral district of Kegalle, but the government opted for Jaffna to boost ongoing development initiatives", said Ranjith Siyambalapitiya, Minister of Telecommunications and Information Development.

The government’s goal is to enhance ICT literacy from 30% to 75% in 2016 and also create 100,000 new jobs in this vital sphere during this timeframe, he noted. "This is top priority in our agenda".

The superior service offered by SLT via iSri Lanka and the improved Information Technology (IT) services will present an opportunity for the country to earn over a billion dollars through exports by 2016, Siyambalapitiya continued.

The Minister said this project will also facilitate setting up IT centres in all villages in the North – a big technological boost to the region. "It will also help the country to transact online business with the international community".

The launch of iSri Lanka is an important milestone to SLT, the ICT industry and the country as a whole, said Nimal Welgama, Chairman, SLT.

He said that SLT is inspired by a vision to connect all Sri Lankans seamlessly with world class information, communication and entertainment services across the country. The company’s’ new brand proposition - ‘One Country. One Voice’ - epitomizes the infinite value that the brand adds to the lives of Sri Lankans both here and abroad.

After three decades of war, the Northern region is now developing swiftly", he stressed. "This is one of the future growth areas of Sri Lanka which will contribute significantly towards economic development".

The iSri Lanka project will open up a "world of opportunities at their fingertips" as the an ideal platform for private business networking, interactive entertainment, distance learning, online education and e-health at superior speed, high quality and reliability, as never experienced before, the Chairman said.

The same technology that connects the entire country to the global community also provides the foundation that will serve telecommunications in Sri Lanka for the next decade, Welgama noted. "Sri Lanka wants to be future ready".

"With the end of the war, we seized the opportunity to extend our fibre optic cable project to connect Mannar, Vavuniya, Trincomalee and Jaffna along the A9 main road. This was commissioned late 2010", said Greg Young, CEO, SLT.

He said that through i-Sri Lanka, Jaffna, Manipay, Sitthankerny, Chunnakam, Kopay, Chavakachcheri and Nelliady areas have already been connected to the SLT Broadband network through optical fiber connectivity.

Quoting research by the World Bank, the CEO said a country’s broadband growth rate and its Gross Domestic Production (GDP) are directly connected. Accordingly, there is a link between country’s broadband service growth of 10% and an increase in a country’s GDP of 1.38%.

"At present, the GDP of Sri Lanka is 4,825 billion rupees. The increase in broadband penetration will have a direct impact on economic growth in the country", Young assured.

He pointed out that in developed countries, 22% of the population use fixed broadband services, but in comparison, the percentage with broadband access in Sri Lanka still remains minimal.

Sinhala family in the South donates 1500 books to Jaffna library

Jaffna Library received another round of generous donation of 1500 books from new supporters, this time a Sinhala family in Nugegoda, Colombo. With sheer intention of quenching the thirst for knowledge of Jaffna students and other interested readers, a generous family in the south donated a volume of valuable books to the Jaffna Library recently.


The donation coordinated by the Security Forces Headquarters- Jaffna included 1500 books on various disciplines such as a set of encyclopedia, novels, famous story books for children and a rare collection of educational books. The latest donation by Mr. Vipula Wijeratne, Ms Nilmini Jayasinghe and Ms Menaka Jayasinghe of Nugegoda reached the Security Forces Headquarters- Jaffna as a response to the request.
On behalf of the Sri Lanka Army, Security Forces Headquarters- Jaffna, General Officer Commanding 51 Division Major General Janaka Walgama and Lieutenant Colonel Deeptha Ariyasena handed over the consignment to library authorities on Tuesday 09 July. Both the authority of the library and the Army expressed sincere thanks to the generous family for their book donation. The library authority also said “we are extremely grateful for this assistance. It is certainly a worthwhile cause”.

Donating books to a library is a worthwhile cause. Therefore the Sri Lanka Army have committed themselves to filling the shelves of the Jaffna library and requested the help of the general public to make this happen. Commander of the Security Forces- Jaffna, Major General Mahinda Hathurusinghe and staff officers of the Security Forces Headquarters – Jaffna have made requests from various persons and organizations in Sri Lanka and as well as in abroad to contribute to restore the Jaffna public library, once served as the oasis of knowledge to Jaffna intellectuals, in its former glory.

However after Security Forces Headquarters – Jaffna made the announcement of filling the shelves of the Jaffna library and donations for the refurbish of the buildings, the library literally receives hundreds of books every week from thoughtful individuals and organizations around the world.

Build friendship bridge among students: Puthumadam students meet new friends from Panagoda Army School

A group of teachers and students of the Army school in Panagoda paid a goodwill visit to Puthumadam Roman Catholic Primary School in Inuvil, Jaffna last Sunday on 07 July. This visit was organized by the 513 Brigade of the Security Forces Headquarters – Jaffna as an ongoing coordination programme for last two years to build the friendship bridge among students between the North and South. This worthy project was introduced by the Sri Lanka Army, Security Forces Headquarters under the leadership of Commander of the Security Forces- Jaffna, Major General Mahinda Hathurusinghe.

Twenty teachers and sixteen students of Army School in Panagoda, together with some of their family members, as a goodwill token of new friendship presented parcels of books and other school items to students at Puthumadam R.C. Primary School at a simple ceremony held at the school premises. They also donated some office equipment to the school.

Principal of the Puthumadam RC School, Mrs. S. Sooriyarajan told that the students of her school had a memorable day in their school’s history with their counterparts of Army school in Panagoda. She further added that it was a clear sign that the students had built up strong links between them.

Principal of Panagoda Army School Mrs. Sriyani said that having identified needs of their fellow students at Puthumadam RC School- Inuvil, the students of her school in Panagoda guided by their teachers and parents, donated a stock of books, school items and sportswear to Puthumadam RC School. She further stated that they were received with a warm welcome on their arrival at Puthumadam, Jaffna.

General Officer Commanding 51 Division Major General Janaka Walgama participated in the ceremony as the Chief Guest and said after eradicating thirty years of terrorism students of the Southern part of the country have commenced stretching cooperative hands towards those in the North and East in a major friendship-building exercise which was introduced by the Army. So far they have organized hundreds of such events for last two years. Thus, friendship and cordiality between the young of the North and South will get an opportunity to bloom, after 30 years.

Principal of Panagoda Army School Mrs. Sriyani, principal of Puthumadam RC Primary School Mrs. S. Sooriyarajan, senior Army officers and parents were present on the occasion. Breathing new life into Sri Lanka's Jaffna Public Library

JAFFNA: It is a rare privilege for international media to visit the former war torn northern Jaffna peninsula.

En route to Jaffna town centre - one still notices soldiers taking up positions at street corners ensuring peace prevails following the end of the civil war in May 2009.

It is not long before one is greeted by a historic building, the Jaffna Public Library. It has survived the destruction of a fire and the ravages of a civil war, and now stands as a symbol of hope, especially for the children of Jaffna.

The people of Jaffna are yearning for a return to normalcy, hoping their children will receive a good education.

However, the road to reconciliation remains an uphill task.

K. N. Douglas Devananda, Minister for Traditional and Small Industries for Sri Lanka, said: "Its taking effect very steadily and slowly. However, there are still some anti-government supporters amongst the Tamil people, who are still trying to mislead the people, to possibly stir up another civil war.

"I hope that the people would be able to separate the good from the bad and look ahead for a more peaceful future."

In 2009, Sri Lankan authorities asked Singapore's then Foreign Minister George Yeo for help in improving the children's section of the library.

Yogeswaray Patgunarajah, the Mayor of Jaffna, said: "In an attempt to resume the function of this once world famous public library, our municipality council contacted Minister Douglas Devananda and our governor G A Chandra Sri. They helped us to discuss our plans for the library with the Singapore representatives when they visited Sri Lanka. And it was because of that, we have now got the opportunity to restore the children's section of the library."

Inside the library is the newly improved children's section, built with help from Singapore.

At a special ceremony, Mr Yeo lights the kuthu vilakku - which symbolises a new beginning. And with the official handing over to the Jaffna Mayor - it completes an almost year long capacity building project.

Mr Yeo said: "The war is over but political reconciliation will take time because the long years of conflict have poisoned the soil and removing that toxicity will take time and effort and the cooperation of all parties involved.

"There is still a lot of bitterness, a lot of suspicion in the diaspora, which we can fully understand. So an effort has to be made by the Sri Lankan government and by members of the diaspora themselves to find ways to move on. The past is not the way to the future."

It is estimated that 1,500 children between the ages of five to 14 will benefit from the improved services at the library and Jaffna authorities are hoping more projects like these will spring up with increased linakges between Sri Lanka and Singapore.

The project is driven by the Singapore International Foundation and supported by the Singapore Cooperation Programme, the Singapore Sri Lankan Community, the National Library Board, and The Prima Group.

Jaffna fish boats to go hi-tech

The authorities are to provide sophisticated monitoring systems to multi-day boat operators in the north to prevent them from straying into Indian waters where they face arrest and jail sentences.
The Vessel Monitoring Systems (VMS) that will cost some Euro $ 400,000 will be given to the boat owners before the year’s end, Fisheries Minister, Dr. Rajitha Senaratne said today.

He said this will be one effective manner the ongoing fishing dispute on both sides of the Palk Straits could be minimized and help maintain the good relationship between the two countries.

At present there is some 40 multi-day fishing craft operating in the Jaffna Peninsula, S. Thavaratnam with the Jaffna District Fishermen’s Co-operative Society’s Unions’ Federation (Ltd) (JDFCSUFL) said.

'Govt developing N-E'

The government is now implementing a number of development programmes in the North and the East. People can prosper under these programmes and reverse the destruction caused by the three decade conflict, Technology and Research Minister Pavithra Wanniarachchi said.

She expressed these views participating in a ceremony organized by the Sri Lanka Samurdhi Authority to provide goods to people in Jaffna, Wadukkodai recently. The programme was organized to enhance the living standard of the people in this area. Thirty years ago the North had a self sufficient economy when compared with other parts of the country. This was destroyed by terrorist activities. Under the direction of President Mahinda Rajapaksa the government is dedicated to rebuild these areas, she said. "Now people can see a number of development programmes being implemented in these areas.

'The government will take action to accelerate these projects in the near future,' she said.
'Instead of implementing development programmes in these areas, certain political parties are critical about such endeavours to develop the North.

Local councils can make a major contribution in developing these rural areas. People should appoint good and active members to local councils to make a success of these development programmes,' she added.

Dedicated Economic center for Kilinochchi

The government will set up a new Dedicated Economic center (DEC) and Lanka Sathosa outlet in Kilinochchi, with immediate effect to provide relief to consumers as well as farmers in the region.
Cooperatives and Internal Trade Minister Johnston Fernando said that the government will spend around Rs.175 million for the DEC in Kilinochchi.

Construction of the proposed DEC is expected to be completed within six months. It will have 350 trade stalls and will provide marketing facilities for producers to sell their products, such as, vegetables, rice, meat and fish, spices and other items.

The Sathosa outlet will be constructed within three months at a cost of Rs.30 million. A fuel filling station will also be constructed under first phase of the project.

Prime Minister D.M Jayaratne and Hambantota District Parliamentarian Namal Rajapkasa laid foundation stones for the construction of the DEC and the Sathosa outlet in Kilinochchi yesterday. The minister said that the DEC will further strengthen the farmer community in the Northern region who could obtain fair prices for their agricultural products from these economic centers. Consumers in the North will be able to purchase fresh and quality consumer items transported from several parts of the country at a cheaper rates.
Meanwhile, a paddy store house with a facility of storing nearly 2500 metric tones of buffer paddy stock was opened in Ramanadanpuram, Kilinochchi yesterday. The paddy store which was totally destroyed by terrorists during the war has been renovated by the government to avert any future rice storage.

Northern consumers to benefit

A paddy storage facility at Ramanadanpuram, in Kilinochchi, which could store 2,500 metric tones of paddy was declared open on Wednesday (21). This was re-constructed after it was destroyed during the 30-yer terrorist war. Paddy could be bought direct from the northern farmers by the Paddy Marketing Board (PMB).

An economic centre, with 350 sales outlets, at a cost of Rs. 175 million, too is to be constructed in Kilinochchi within a short period of six months .

A Lanka Sathosa Super Market too is to come up in Kilinochchi at a cost of Rs. 30 million and its construction is to be completed within three months.

Minister of Cooperatives and Internal Trade Johnston Fernando said that consumers in the peninsula could enjoy the same benefits enjoyed by others in the country and purchase essential consumer items at affordable prices.

Prime Minister D. M. Jayaratne and Parliamentarian Namal Rajapaksa too were present.

Sri Lanka, India sign MoU to develop KKS Harbour in the North


July 21, Colombo: Sri Lanka and India signed a Memorandum of Understanding on Wednesday to develop the Kankasanthurai (KKS) port under an agreement the two countries had reached during the visit of President Mahinda Rajapaksa to India in June 2010.
During President Rajapaksa's visit it had been agreed in the Joint Declaration issued on the occasion that India would extend assistance for the rehabilitation of the Kankasanthurai Harbour among other infrastructure projects in the Northern Province.



High Commissioner Ashok K. Kantha signed the agreement on behalf of Government of India while Secretary of the Ministry of Ports and Highways Mrs. Sujatha Cooray signed for Sri Lanka.
Deputy Minister of Ports and Highways, Mr. Rohitha Abeygunawardena and the Chairman of the Sri Lanka Ports Authority, Dr. Priyath Bandu Wickrama also attended the ceremony.
A press release issued by the Indian High Commission in Colombo said the Kankasanthurai Harbour project will be aided by a mix of grant funding and concessional credit from the Government of India.
The Kankasanthurai Harbour rehabilitation project is a complex and wide-ranging project that will be completed in multiple stages.
The Indian government has already committed 2.2 billion rupees (about US$ 20 million) for three initial steps, mainly for preliminary hydrographic survey, geotechnical investigations and DPR preparation and wreck removal and salvage.
In addition to this, the Government of India will provide additional grant funding for the dredging of the harbour and concessional credit for the rehabilitation of the breakwater and construction of a new pier and attendant port facilities, the release said. Final hydrographic survey and preparation of Harbour Chart will also be carried out.
A Detailed Project Report (DPR) estimating the total expenditure on the project is to be prepared.
Preliminary Hydrographic Survey has already been completed by an Indian agency in June-July 2010 as part of the preparation for this project.
One of the main problems in the rebuilding of the KKS harbor is the presence of six ship wrecks of which 4 are inside and 2 are outside the Harbour.
Indian government has awarded a contract to the Shipping Corporation of India for the removal and disposal of the six wrecks to M/s Resolve Salvage and Fire (Asia) Pvt Ltd, Singapore at a total cost
Wreck removal is expected to be completed by mid-November 2011. The work is being funded by a grant from the Government of India.
Dredging Corporation of India (DCI) will conduct the dredging of the harbour and it is expected to commence in late 2011. The work will be fully funded by a grant from the Government of India.
The contract for Geo-technical and Geo-physical studies and preparation of Detailed Project Report (DPR) has been awarded to RITES Ltd of India. These studies are in progress. The company has prepared an initial draft of the DPR and it will be presented to Sri Lankan authorities shortly.
Once the DPR is approved, RITES would carry out the tendering procedure for the work included in the DPR. The scope of work would include rehabilitation of the existing breakwater, construction of a new pier and related port facilities. The preparation of the DPR is being funded through a grant from the Government of India.
RITES will also float tenders for award of works related to the rehabilitation of breakwater/pier and construction of new pier with attendant port facilities will be undertaken in accordance with the approved DPR. The Government of India will provide a Line of Credit to the Government of Sri Lanka for the work and construction of additional pier/s for commercial cargo handling and the installation of port infrastructure facilities.
Detailed hydrographic survey and preparation of Harbour Chart will be taken up as the final stage of work.
At the ceremony, High Commissioner Kantha has remarked that restoration of physical infrastructure at the Harbour would contribute towards the Sri Lankan government's reconstruction efforts, promote normalcy in northern Sri Lanka by restoring traditional domestic and regional linkages and boost economic activity by encouraging trade. The allied activities at the Harbour would also generate employment in the area.
Noting the key role played by the Ministry of Defence, the Ministry of Ports and Highways, the Ministry of External Affairs and the Sri Lanka Ports Authority, the High Commissioner has appreciated the strong support and cooperation extended by the Government of Sri Lanka at every stage of project formulation and preparation.
Sri Lankan Deputy Minister for Ports and Highways Rohitha Abeygunawardena has said that Sri Lanka will take up construction of the Quays and the breakwater and the work is expected to take about two years.
He has expressed the Sri Lankan government's appreciation for the assistance being provided for this important project by the Government of India.

Sri Lanka President hands over Army-built houses for needy families in North


July 21, Jaffna: Sri Lanka President Mahinda Rajapaksa symbolically handed over 100 new houses built entirely by the Sri Lanka Army (SLA) Keeramalai to the needy families at a ceremony held Tuesday (19).
The SLA has built the houses in a record 10 days with the raw materials provided by the government.





Construction of a house has cost the government less than 300,000 rupees since the Army was providing necessary planning, architecture, infrastructure facilities and labor, free of charge.
Earlier the SLA has built 1,700 new houses and handed them over to families in the Jaffna Peninsula in separate occasions.

Sri Lanka Air Force to launch civilian flights to former rebel capital


July 21, Colombo: Sri Lanka Air Force spokesman Wing Commander Andrew Wijesuriya announced that the Air Force would commence civil aviation between Colombo and the newly opened Kilinochchi air base.
The first civilian flight is to take off from Ratmalana airport in the outskirts of Colombo city on July 28.

The flights will be landed in the newly reconstructed Kilinochchi airstrip.
Air Force will run a light aircraft such as a Chinese built Y-12 transport plane for civilians every Thursday from next week, the Air Force says.

Sacred Bo Sapling Venerated in Jaffna


Inculcating sense of devotion in Buddhists and non Buddhists in Jaffna and repeating the history occurred 2364 years ago, a sapling of the Anuradhapura Sacred Jaya Sri Maha Bodhi was brought to historical Dambakola Patuna (Jambukola Pattana) amidst the devotional cry of “Sadhu ! Sadhu !!” on 9th February 2011.

Brigadier General Staff Security Forces Headquarters-Jaffna Brig. B.C.J.A.F. Rodrigo along with a host of Security Forces and Police personnel were present at the Palaly airport to receive the sacred sapling. After offerings at Palaly, it was taken to famous Sri Naga Vihara in Jaffna town via Vasavilan, Urumpirai and Thirunelvely.

When the sacred Bo sapling placed in a golden bowl (Pathra) was first brought to Jaffna in a magnificent motorcade with ceremonial escort by Security Forces and Police before it is taken to India next week, large crowds of people irrespective of their religious divisions had gathered on either side of the road to pay homage to it. Special offerings had been organized by School teachers, students and community representatives at Vasavilan, Urumpirai and Thirunelvely. They lined up on the Palaly-Jaffna main road to offer flowers to the sacred sapling. Small children threw flowers at the gaily decorated vehicle where the sacred sapling had been safely placed.

51 Division in Jaffna town had arranged alms giving for the delegation of Buddhist monks and nuns.

Later, it was brought to historical Dambakola Patuna on the Mathagal beach where a brief religious ceremony was held. Arrival of this sacred Bo sapling in Dambakola Patuna visualized the significant day in Buddhist Year 236 that Arhath Sangamiththa Therani, the daughter of Indian Emperor Ashoka brought the southern sapling of the original Jaya Sri Maha Bodhi in Bodhgaya, which sheltered the Lord Buddha to attain enlightenment, here. To further strengthen the long-term friendship prevailed between India and Sri Lanka, Emperor Ashoka sent this invaluable prize to his friend, King Devanampiayathissa who walked into the waist-deep Mathagal sea to receive it with enormous piety before placing it at Mahamevuna Uyana in Anuradhapura.

The route from Palaly airport to Jaffna town and back to Dambakola Patuna had been decorated with Buddhist flags as a symbol of veneration. A vehicle which aired Seth Pirith chanting all the way followed the motorcade.

Marking the 2600th incidence of Attaining Enlightenment of the Lord Buddha at Bodhgaya in India, this sacred sapling is to be flown to India and planted in Bodhgaya on 17th February on initiative of Sangha Nayaka of Maha Bharatha (India) and General Secretary of Maha Bodhi Samagama in India Ven. Dr. Dodamgoda Revatha Thero.

The delegation comprised of about thirty Bhikkus including the Chancellor of University of Kelanniya and Parivenadhipathi of Vidyalankara Pirivena Ven. Dr. Velamitiyawe Kusaladhamma Thero, Sangha Nayaka of Maha Bharatha (India) and General Secretary of Maha Bodhi Samagama in India Ven. Dr. Dodamgoda Revatha Thero and Anuradhapura Atmasthanadhipathi Ven. Dr. Pallegama Sirinivasa Thero. A team of Buddhist nuns is also traveling around the island with the sacred sapling throughout. Commissioner General of Buddhist Affairs Mr. Chandraprema Gamage, Commander Northern Naval Command Rear Admiral S.M.B. Weerasekara, General Officer Commanding 51 Division Major General Janaka Walgama and senior officers of the Army, Navy and Police were also present.

The sacred sapling will be taken to the “Temple Trees” on the 14th evening where His Excellency the President Mahinda Rajapaksa will make offerings.

China and ADB facilitate to develop roads in Jaffna

Thirty seven highways in Jaffna are to be reconstructed with the help of Asian Development Bank and Chinese Government funds.


Chinese Government will help to reconstruct 18.5 Km along Jaffna-Kankasanthurai road, 33.79 km Jaffna- Point Pedro road, 17.3 Km Jaffna-Palaly road and 13.68 Km in Puttur-Meesali road..

Asian Development Bank will facilitate to reconstruct 25.74 Km in Poonaryn road, 17.12 Km in Navatkuli Kerathivu Mannar road, 13.67 Km in Manipay-Kaithady road and 27.4 Km in Vallai-Tellipallai road.

Jaffna to beat to the rhythm of folk artistes

The traditional folk artistes from the northern region of Sri Lanka are today an enthusiastic group making preparations for that grand comeback after almost three decades of oblivion. Jaffna Music Festival 2011 scheduled to be held from March 25-27 in the city of Jaffna will present a wonderful opportunity for folk artists from the Jaffna peninsula, who could not perform due to the environment that prevailed there during the war with the LTTE, to showcase their skills.

The festival will take place amidst a folk village camp setting which is built surrounding the main stage, explained the coordinator Jaffna Music Festival Ramesh De Saram. The artists will lead simultaneous performances from 10 a.m. to 3 p.m. followed by a daily main stage act from 4.p.m to 10 p.m. each day.

Colourful performances from the Jaffna Peninsula such as Kappat Paatu, Papiravaham, Chinthunadai Koothu, Villu Paattu, other forms of dance varieties representing Sri Lankan traditional arts such as famous mask dances, Kohombakankariya, Thovil, Muslim group performances, puppetry, stick dances, estate sector performances will also spice up the music festival, he added. International folk music groups from Norway, India, Palestine, Nepal, and South Africa will also be featured. A series of village performances have also been lined up in February leading up to the final festival in March.

There will be open forum workshops with discussions on sound engineering, said artistic director Arunthathy Sri Ranganathan. Preserving our local musical heritage apart, the event promotes regional music cooperation and exchange of knowledge on folk arts, she added.

The Jaffna Music Festival is organised as a sister event of the Galle Music Festival held in 2009 and the event will alternate between Galle and Jaffna. It is supported by the Royal Norwegian Embassy, Sewalanka Foundation and Aru Sri Art Theatre. Concerts Norway are implementing partners while Sri Lanka Rupavahini Corporation, the main media sponsors will broadcast three performances island wide.

Once again it’s time for the Gratiaen

Sri Lanka’s most important literary award in English, the Gratiaen Prize, supported by Standard Chartered Bank, will soon once again help to transform the future of Sri Lankan authors. The award event, to be held on May 21, annually recognizes one Sri Lankan writer for his or her achievement.
Now on its 18th year, the Gratiaen Prize rewards the best writing in English of the year 2010.

The three judges selected each year by the Gratiaen Trust make their choice from an increasing number of entries – in the past few years over 50 – submitted by authors and publishers. The entries include fiction, poetry, drama and literary memoir, either published during the last year or presented in manuscript form. Initially a short-list of five is chosen, and the winner is announced at the Gratiaen Prize award event. The value of the prize is Sri Lankan Rs 200,000.

Standard Chartered’s Chief Executive, Anirvan Ghosh-Dastidar, on the Bank’s support of the awards, said “The Gratiaen Prize recognizes the best work by a Sri Lankan author and Standard Chartered has been involved since its beginning. We are delighted to support the award with literary excellence as its sole focus”.

The Gratiaen Prize is named in memory of Doris Gratiaen, Michael Ondaatje’s mother. Ondaatje, a joint-winner of the prestigious Booker Prize in 1992 for his novel The English Patient, also a successful film, instituted the award in the same year with the Booker prize money. Since then it has been a major event in the island’s literary calendar. Sri Lankan writers resident in the country are eligible to vie for the accolade, and over the years recipients have included both first-time and well-known authors.

EWC invites writers for Channels issue

The English Writers Co-operative (EWC) is conducting its Short Story and Poetry Competition 2011 and invites original, unpublished, creative writing in English by Sri Lankan writers to be included in the 2011 issue of Channels Vol. 17.
The three best stories/poems received will be awarded prizes.
Short Stories – Maximum - 2,500 words
Poetry – Maximum - 30 lines
Translations will not accepted.

Jaffna enjoys the impact of MICE Tourism with JITF 2011

Last Sunday the Jaffna International Trade Fair 2011 ended its successful second edition with an impact on Northern business and community activities.

Participants including local and foreign business delegates and the people of Jaffna were happy with this massive trade exhibition - a rare event for this part of the island.

Contributing towards the Government’s action plan to speed-up development in the North and East of Sri Lanka, JITF 2011, organised by Lanka Exhibitions and Conference Services (Pvt) Ltd - (LECS), provided entertainment and educational facilities to the masses through a series of seminars, lectures and musical shows.

Co-Chairman Organising Committee and Immediate Past President FCCISL Kosala Wickramanayaka was happy with its impact paving the way to a better future for the Northern region. Managing Director LECS/Deputy Chairman Visit Lanka Arjun Dharmadasa said “The exhibition showed maturity. One could understand the difficulties in this part of the country with the limited resources available. We look to a bigger event in 2012.”

Appreciating the involvement of the State Engineering Corporation which constructed the largest dome in Sri Lanka especially for JITF 2011, Dharmadasa said that it will be a requirement not only for LECS but for anyone organising exhibitions without such facilities.

He was happy about the improved living standards of the people of Jaffna which was clearly reflected with a number of motorcar agents at the trade fair and with the response received by them during the fair. While stressing on the importance of improved road, rail and air transportation to Jaffna, Dharmadasa was hopeful that enhanced infrastructure development in Jaffna would support a major exhibition next year.

JITF 2011 made Jaffna busy with more than 1,500 visitors arriving in town for preparations and exhibition work, including around 100 foreigners and business delegations creating an effect of MICE tourism in Jaffna where most of them visited the places of interest in the Northern peninsula.

Hotels, guesthouses and restaurants were busy catering to the visitors.Contributing to the success of JITF 2011 was a satisfied exhibitor - Macksons Holdings.

General Manager Sales and Marketing of Macksons Holdings, M. Irshad Maruzook was happy on the returns received.

Involvement of the Indian High Commission and India joining the event as the Partner Country had helped in the success of JITF 2011.

At the inauguration Indian High Commissioner in Sri Lanka Sri Ashok K. Kantha flashed back to last year’s event and thanked all organisers for moving a step forward in 2011.

Stressing-out on the importance of going beyond regular business activities by venturing in to long lasting business tie-ups between Indian and Sri Lankan organisations, both could reach much mileage.

He also mentioned that the strategic location of Jaffna peninsula could help business growth creating links between India and Sri Lanka and described the importance of improving the Palali Airport offering easy passenger access and also connecting both countries by sea.

Bank of India is planning to open its branch in Jaffna to help business with financial assistance. The Indian Ambassador hoped that JITF would be included to the business calendar of Sri Lanka.

Sangupiddy to facilitate Northern economic boom

The opening of the new Sangupiddy Bridge which connects Pooneryn in the mainland and the Jaffna peninsula will hereafter facilitate passengers and goods transportion from the South to North and vice versa promoting trade and commerce in the North, spokesperson for the Security Forces Headquarters, Jaffna said.
He said the commissioning of the bridge will further strengthen good relations between the North and South while supporting to uplift the economic standard of the public in many ways which is another historic measure taken to make our country the Miracle of Asia.
He further said that especially, people in Pooneryn area will find easy access to Chavakachcheri hospital which was recently equipped with many medical facilities under the Government’s Northern Development Program or even to Jaffna Teaching hospital.
The spokesman added that in the same way, Jaffna Hindus and Catholics who used to go to Thiruketheeswaram and the Madhu church can resume their journey using the new bridge. On the other hand, agriculture in Pooneryn popularly known as the granary of the North, and Mannar which encompasses the Rice Bowl, will flourish in days to come with the completion of construction.
Completion of the bridge on the A-32 road provides an alternative route from Colombo to Jaffna via Chilaw, Puttalam, Silavathurai, Mannar, Pooneryn, Kerathivu and Navatkuli. The new iron bridge which cost the Government about Rs 1,037 million is another phase of the Jaffna Development Project under the Uthuru Wasanthaya or Wadakkin Wasantham program initiated by the Government. The 288 m long bridge with a width of 7.4 m cuts short the traveling distance from Puttalam by about 80 km.
Earlier, the residents in nearby areas travelled via Sangupiddy using a ferry service. However, they were deprived of the ferry facility after the terrorists destroyed the famous Sangupiddy jetty in the early 90s. Civilians had to spend many hours travelling an extra mileage to reach both ends lying within a six kilometres.
Moreover, this engineering marvel which was completed within eight-12 months will make history as a peace building bridge.
Various governments under various political parties and leaders have attempted to construct the Sangupiddy bridge at 17 occasions by laying foundation stones. But all those attempts were confined only to foundation stones until the Government under the leadership of President Mahinda Rajapaksa took a historical leap to complete the construction within a short period to uplift the living standard of the people in the North. Former Minister M Thiruchelvam also attempted to construct the same bridge but proved unsuccessful.

President hands over Sangupiddy Bridge to public

His Excellency President Mahinda Rajapaksa declared open the Sangupiddy Bridge and the causeway on 16 January, as a Thaipongal gift to people in the North.
The 288m long bridge together with 3Km long causeway lying across the Jaffna lagoon connects Jaffna peninsula in Northern Province to the mainland in the shortest distance at Pooneryn.
It reduces three hours in travelling time and 110 Km in distance to reach Jaffna from Colombo and it is the shortest route to Jaffna from Colombo via Puttlam along A-32 road. This will benefit the people along the A-32 road which was heavily affected by LTTE terrorism. 





It took eight months to complete the construction of the bridge and the causeway.
The Government funded the project with a soft loan of Rs. 1.037 billion from the United Kingdom.
Ministers Basil Rajapaksa, Douglas Devananda, Governor of the North Major General Jagath Chandrasiri, Army Commander Lieutenant General Jagath Jayasooriya, Navy Commander Vice Admiral Somathilake Dissanayake, Inspector General of Police Dr. Mahinda Balasooriya, and senior government officials also were present.

Indian Consulate in Jaffna begins issuing visas

The Indian Consulate here began issuing visas, despite severe logistical constraints and skeletal manpower.
“We have begun giving visas from today [Monday],” Indian Consul-General in Jaffna V. Mahalingam told The Hindu, when asked about the progress of works in the Consulate since it was set up in November-end. “We can issue between 50 and 100 visas each day,” he said.
The process of application remains the same: the applicant has to approach the facilitating service, VFS, for a visa. This would be sent to the Indian High Commission in Colombo, which will verify passports and the genuineness of the applicant. The passport, stamped with the visa, can be picked up from the Consulate in Jaffna.
“We are expecting some more software and personnel to come down from India. Once that is done we will be able to provide better service,” said Mr. Mahalingam.
He said other consular services had also commenced in Jaffna. The consulate caters for the whole peninsula — Jaffna, Kilinochchi, Mullaitivu, Vavuniya and Mannar.

Army joins Jaffna cricket fans to greet Sri Lankan team

Sri Lanka Army joined hands with cricket fans and enthusiasts in Jaffna to convey their best wishes to the Sri Lankan cricket team taking part in the ICC World Cup 2011.
Large gathering was witnessed, when former Sri Lankan cricketer Mr. Ravindra Pushpakumara reached Jaffna town on Tuesday (18 Jan) with the ICC World Cup won by Sri Lanka in 1996.
The Cup was brought to the centre of the town in a procession preceded by the Western Band of St. Patrick College and placed for exhibition.
Thousands of cricket fans together with school children lined up to wave friendly greetings and best wishes to our team for the coming World Cup. They placed their signatures on the large replica of a cricket ball displayed at the event. 


General Officer Commanding 51 Division Major General Janaka Walgama, Brigadier General Staff Security Forces - Jaffna Brig. B.C.J.A.F. Rodrigo and military officers placed their signatures representing the Army.
The team will receive blessing of clergy at Sri Naga Vihara, the Bishop House and the Nallur Kandsawmi Hindu Temple tomorrow.

President pays homage to Nagadeepa Temple in Jaffna

an 17, Jaffna: Sri Lanka President Mahinda Rajapaksa this afternoon paid homage to the Nagadeepa Temple in Jaffna peninsula.
Following his participation in the National Thai Pongal festival held at the Doraiappa Stadium in Jaffna earlier in the day President Rajapaksa visited the Nagapeeda Temple and received blessings form the chief incumbent of the Temple venerable Navadagala Padumakiththi Tissa Thera.



The President also laid a foundation stone for the proposed museum and library complex at the Nagadeepa Temple premises. He also took time out to chat with the devotees who visited the Temple.
Naga Deepa Viharadipathi Ven. Navadagala Padumakiththithissa Thera, Naga Viharadipathi Ven. Meegasadure Gnanarathana Thera, and Secretary to the President Lalith Weeratunga were also present.

National Thai pongal ceremony in Jaffna

The National Thai Pongal ceremony was held at the Durraiappa Stadium in Jaffna in this morning.
President President Mahinda Rajapaksa was the Chief Guest of the ceremony called ‘Suriya Pongal’ held at the Stadium with a participation of a large number of Tamils gathered from all parts of the peninsula.
A pongal rice using 500kg of rice was cooked and over 100 Hindu priests, 50 Tamil musicians and students who have excelled in the Advanced Level Examination 2010 were honored at the ceremony.
Minister of Small Industries Douglus Devananda, Governor Northern Province G.A. Chandrasiri also participated at the ceremony.
President Rajapaksa also visited the Nallur Kovial and Nagadeep Buddhist Temple in Jaffna.

Sri Lanka opens first model pre-school in Jaffna

Sri Lanka's Hemas Holdings PLC recently brought color and life to the little children of the war-ravaged North with the formal opening of the new Hemas Piyawara model Pre-School in Jaffna.
Situated in the Nallur Municipal Complex, this Rs. eight million Piyawara Pre-School is funded by Hemas Holdings PLC, implemented by UNOPS and is the 33rd Hemas Piyawara Pre-School in the country.
The project is the second phase of the post war development process initiated by Hemas. In February 2009 as a short term relief to the IDPs, Hemas set up a series of Pre-Schools and play areas in Menik Farm relief villages in Vavuniya.
These facilities provided pre-school education to several thousands of IDP children. The second phase was to set up model preschools in all war-torn districts in the region.
Present at the opening were Minister of Child Development and Women’s Affairs Hon. Tissa Karaliadda, Minister of Traditional Industries & Small Enterprise Development Hon. Douglas Devananda, Mayor of Jaffna Mrs. Yoga Patgunarajha and other officials from Ministry and Hemas.
Hemas’ community investment is focused on ECCD (Early Childhood Care & development) in partnership with the Children’s Secretariat of Ministry of Child Development. The project has created a great impact to the wellbeing of children in Sri Lanka. At present nearly 3000 children is receiving education in 33 centres islandwide. The company has invested approximately Rs. 200 million since 2002 and all projects are carried out through Hemas Outreach Foundation, which is a Government Approved Charity. It is managed by a Trust that includes eminent personalities in Sri Lanka together with members from the Board of Hemas Holdings PLC.
Speaking on the occasion Minister of Child Development and Women’s Affairs Hon. Tissa Karaliadda said, “Hemas has set an example to many corporates. ‘Piyawara’ is a sustainable model taking into consideration the national need. It is admirable to note that Hemas has invested millions of rupees in the future generations of our country in a silent manner. Indian Bank opens second branch in Jaffna

U.S. opens 'American Corner' in Sri Lanka's Northern city of Jaffna

The United States this afternoon opened its fourth 'American Corner', an information center in Sri Lanka's northern city of Jaffna.
The U.S. Ambassador to Colombo Ms. Patricia Butenis opening the center to the Jaffna public said the event expands the American partnership with the people of Jaffna.
"The opening of the American Corner today is a symbol of our sustained commitment to the people of Jaffna," Ms. Butenis said.
The Ambassador said the American Corner is much more than a library as it is the first facility in Jaffna to have an operating ADSL internet connection.
The people have the facility for digital video conferences to communicate with the world or hold business meetings as well as connect to other American Corners in the country at Kandy, Oluvil and Colombo.
Ms. Butenis expressed hope that the American Corner will quickly become a vibrant community center, and provide a space for dialogue between Sri Lankans and Americans.
Northern Provincial Governor, Major General G.A. Chandrasiri, and Jaffna Government Agent, Ms. Imelda Sukumar also participated in the event.

NIBM, now in Jaffna

Shattered lives of people in the northern region of the country are now regaining with lot of aspirations and needs. It is a fact that students in the region were deprived of better education and industrial exposure over the period of the past 30 years. As a result, they missed almost all opportunities created in other parts of the island and the world.
The cost of the devastating war is untold and incalculable. Achchuveli Industrial Estate

The Indian Government has provided Rs 235 million as a grant while the Sri Lanka Government has also provided Rs 45 million to support the establishment of the Achchuveli Industrial Estate in Jaffna, Traditional Industries and Small Enterprise Development Ministry Secretary, P. Sivagnanasothy told Daily News Business.

The Traditional Industries and Small Enterprise Development Ministry in collaboration with the Board of Investment (BOI) has planned to support four major companies, MAS Holdings, Orit Apparels Lanka, Timex and Shore to Shore (Pvt) Ltd., to set up factories in Jaffna’s Achchuveli Industrial Estate. He said the initial total investment of this project is Rs 280 million.

The investment will be utilized to develop the infrastructure facilities such as roads, water supply, sanitation, electricity and wastewater treatment plants in the Achchuveli Industrial Estate.

The Achchuveli Industrial Estate has 65 acres and in phase I of this project only 25 acres are being offered to set up these four factories while the balance 40 acres will be given to set up small and medium industries.

Nevertheless, MAS Holdings have requested more land in the Estate to further expand their businesses. There is a good demand for space in the estate and the Ministry is considering providing more land.

The Secretary said the Ministry is hoping to complete the phase one by the end of 2011 while promising that the Achchuvelie Industrial Estate will be fully operational by early 2012.

The commencement of the project will create employment for 2,000 to 3,000 people in the Jaffna peninsula.

The Achchuveli Industrial Estate was one of the best productive industrial estates with over 30 units operating before the war.

However, now the Ministry has had discussions with the past investors of the industrial estate and some of them have expressed their interest in re-establishing their factories.

The companies that have shown interest are into apparel and plastic manufacturing. The infrastructure development will be completed in an accelerated manner.

The project will also help the people to uplift their livelihoods and bring down the unemployment rate in the province, Sivagnanasothy said.

The discussions the Ministry and the BOI had with these companies were successful.

The investors are keen on setting up factories in the industrial estate and at present there are more inquiries from the industrialists.

The project will offer a great opportunity for people in the Northern province to contribute to the economic development of the country.

The Achchuveli Industrial Estate also benefits the companies to expand their business and to increase their workforce.

The Ministry expects that leading companies entering into the Northern province will encourage the rest of the industrialists to establish there as well.

'German Techs' in Matara-Jaffna

Measures have been initiated to expand technical and vocational training programs, Youth Affairs and Skills Development Minister Dullas Alahapperuma said.

He said this while speaking at a meeting of heads of state departments, corporations, institutes and statutory boards held at the Matara District Secretariat Auditorium.

The main objective of this meeting was to discuss the plans pertaining to Urban Development in Matara.

The Minister said that necessary plans have been finalized to decentralize the Ceylon-German Technical Training Institute. Under the proposed project, these training centres are to be set up in Matara as well as in Jaffna.

An eight acre land has also been acquired for the proposed Matara new prison. The Uyanwatta grounds is also to be developed as an international cricket stadium with all modern facilities.

The network of roads in Matara town will be developed further with extra lanes at important junctions. Colour lights will be installed at cross roads outside the town.

The Minister instructed the police not to allow motorists to park vehicles down the main roads in Matara obstructing the town.

Jaffna to get SOS village

The Jaffna district will get an SOS Children's village soon. SOS Children's Villages International President Helmut Kutin said the construction of the Jaffna center would be completed within this year.

Kutin was speaking at a press conference at the Piliyandala SOS children's village yesterday.

Every child needs a loving home to flourish in and SOS villages have helped many to have a home,a family to belong to and a means to grow up with long care in the country since 1979. SOS villages are at Piliyandala, Nuwara Eliya, Galle, Anuradhapura and Moneragala, he added.

There are over 700 young children and youth being cared for in SOS families in 5 SOS Children's Villages.

Over 5,000 children and adults from neighbouring areas of the SOS children's villages are direct beneficiaries of various programs such as SOS kindergartens,medical entres, family strengthening programs,vocational training centres and SOS Hermann Gmeiner School, he said.

"We were able to take action with regard to unaccompanied children in the IDP camps in the North. Nearly 200 children and youth were provided care at the SOS Temporary Care Project," said SOS National Director Ananda B Karunarathne.

One hundred and twenty children were reunited with their families, extended families as well, he noted. The Jaffna SOS Children's village will be a home for the children at the SOS temporary care project and for many children in the North, who are at risk due to losing the care of their families, he said.
